Tribal Vice Chair

Julie Starkey-Dean serves as the Tribal Vice Chair of the United Auburn Indian Community, newly elected in December of 2024. Julie is not new to the Tribal Council, serving as Tribal Vice Chair from 2003 to 2008.


Vice Chair Starkey-Dean is an experienced leader dedicated to her tribal community. When making decisions, she will ensure that her choices are in the best interest of her community and sustain ongoing success in Tribal business endeavors. As an entrepreneur who has built three businesses over the years, she knows what it takes to be a leader. Barriers and roadblocks become the bridge for a future of creativity and success.


Higher education is at the forefront of continued knowledge building. Vice Chair Starkey-Dean holds three degrees: an Associate of Arts degree in business management from Sierra College, a bachelor’s degree in legal studies from Brandman University, and a
master’s degree in legal studies with a concentration in Indigenous People’s Law and Policy from the University of Arizona. Vice Chair Starkey-Dean hopes that she can be an example for tribal youth and tribal members who want to further their knowledge through education, whether in a classroom or hands-on training. Vice Chair Starkey-Dean has lived in Placer County her entire life; her roots are grounded in where her ancestors have lived for many years. Myrle Starkey, Vice Chair Starkey-Dean’s father, was born and raised in Auburn. Vice Chair Starkey-Dean is honored and proud of her Miwok heritage; she has watched many changes throughout the years and will see more changes for the future growth of her tribe.
